Support Electricity Regulatory Authority of Vietnam (ERAV) in enhancing technical codes (2015-2016)

The overall objective of this consultancy service is to provide international expertise and experiences to support and assist ERAV functions in the improvement, completion and implementation of the Grid Code, the Distribution Code and technical procedures under or relating to these Codes:
- Enhance and improve the Technical Codes (Grid and Distribution Codes) and technical procedures in order to incorporate Smart grid aspects and new technologies.
- Enhance reliable power system operation and include provisions for the integration of future scale up of renewable energy; incorporating technical issues of renewable technology (mainly wind, solar, biomass, etc.) in Technical Codes.
- Modernization of control, automation and communication system in the power system operation.
- Improve the efficiency of power system operation, performance of utilities; and improve the power supply quality, power supply reliability and customer service.
During the assignment, the Consultant will perform the following tasks:
- Task 1: Review and Assessment of the Technical Codes and Technical Procedures
- Task 2: Proposing modifications and adjustments to Technical Codes, Standards and Procedures
- Task 3: Improve the performance of tele-control, automation and communication system
- Task 4: Review and assessment of the efficiency of distribution system operation and performance of Power Corporations (PCs)
