MOIT approved the detailed design of Vietnam Wholesale Electricity Market (VWEM) on August 10, 2015. Following that, VWEM Implementation plan would be: 

    1.         Preparation step (to the end of 2015):

a)      Development of the Proposal of sector reform for VWEM  and submits to the Prime Minister for approval;

b)      Finalization of the Proposal of developing ICT infrastructure for market operation and monitoring, submits to MOIT for approval;

c)      Issuance of the guidelines of training, capacity building for market participants;

2.         First step of Pilot VWEM in 2016 (paper market):

a)      Introducing the first step Pilot VWEM: maintaining the VCGM in reality. The arrangements of VWEM (vesting contract allocation, market settlement, cross-subsidy, etc…) will be on-paper modeled.

b)      Developing legal framework: Issuance of the VWEM Rules and development of other regulations.

c)      Reforming the electricity sector in accordance with the Proposal and Roadmap approved by the Prime Minister

d)     Developing infrastructure system in accordance with the proposal approved by MOIT.

e)      Organizing basic and advance training for market participants

f)       Assessing the outcomes of on-paper Pilot VWEM and making necessary revision for the second step of Pilot VWEM.

3.         Second step of Pilot VWEM in 2017-2018:

a)      Testing the arrangements of VWEM in reality

b)      Revising, completing the VWEM Rules and relevant regulation

c)      Continuing the sector reform in accordance with the Proposal and Roadmap approved by the Prime Minister; finishing the transformation of NLDC to an independent accounting unit under EVN in 2017

d)     Developing infrastructure system in accordance with the proposal approved by MOIT; in which the VWEM MMS need to be completed and tested.

e)      Continuing basic and advance training for market participants

f)       Assessing the outcomes of the second step of Pilot VWEM and making necessary revision of VWEM’s arrangement S (if required).

4.         Full VWEM: from 2019.
