National resident advisor for VWEM market development (2014-2015)

Vietnam MW has been appointed to advise the Electricity Regulatory Authority of Vietnam on Wholesale Competitive Market Development. VMW tasks will include overseeing and coordinating the work of the various consultancies designing aspects of the wholesale market and assist the Resident Advisor in familiarizing with the existing Vietnam Wholesale Competitive Market (VWCM) conceptual design; research international practices and experiences in power sector reforms applicable to Vietnam’s situation; Interact with ERAV’s other consultants preparing the VWCM detailed design to provide timely interim advice and comments on the VWCM detailed design as it is being prepared; and reviewing the VWCM detailed design and provide comments. Together with the Resident Advisor, the national resident advisor will:
- Review the current structure of Vietnam power sector and the evolution of the sector since Vietnam has initiated the Road Map;
- Review the current status and legal and regulatory frameworks of Vietnam power sector;
- Propose options for power sector reform which are focused on 03 segments: (i) Generation; (ii) Distribution/retail segment; and (iii) System and market operation;
- Prepare a transition plan to transition smoothly from the current structure to the proposed VWCM structure which shall include: (i) legal framework, (ii) sector reform requirement for the VWCM operation, (iii) infrastructure for the VWCM, and capacity building requirements for the VWCM.
- Prepare capacity development plan for ERAV and stakeholders.
- Support ERAV in monitoring the VCGM operation and assessing market performance
- Assist ERAV’s other day to day tasks related to establishing VWCM
